From PLAN.md, "Control track → M22: billing and metering (hosted control only)".

Plans:
- Personal: free; one person, any number of daemons, relay with fair-use caps.
- Team: per seat.
- Sandboxes: by usage (minutes and storage) on any plan with a payment method.
Counters: M18's relay bytes, M19's seats and M20's sandbox minutes, in control's database. A usage page per team.
Billing: Stripe, with webhooks into control. Over-limit behaviour:
- relay: a warning, then a slowdown;
- sandboxes: refuse new machines; never kill running ones.
Off by default: a self-hosted control has no billing unless configured.
Done when: a team upgrades, adds a seat, uses sandbox minutes and gets a correct invoice, and a free account over its relay cap sees the warning.
